Federal, State and County Plans and Zoning

It is important to understand current Federal, State and County plans and zoning for the planning area.

Federal Plans

The U.S. Army currently conducts training on the Pohakuloa Training Area (PTA). The Army plans to purchase 15,000 to 23,000 acres of land from Parker Ranch to expand the training area. A portion of the 23,000 acre Keamuku tract lies in the South Kohala region, adjacent to the community of Waikii. The project also includes construction of a 27-mile long gravel road (tank trail) from PTA to Kawaihae Harbor. State Transportation Plan

At this time, the State Department of Transportation (DOT) only plans transportation projects for three years into the future. According to Rod Haraga, the Director of the State DOT, "the State does not now do 20-30 year plans," that is, "we just don't have a plan." He has stated that he wants to do this kind of planning but is having to fight his own bureaucracy, which does not. State transportation planning documents can be viewed at the following links:

    STIP Big Island Projects Survey Form for FY 2006 through FY 2008 - Note that the Waimea Trails and Greenways project (which is ongoing and has been funded in prior years) competes for a different, set-aside "pot" of Federal money (called STP Enhancement) and supporting it does not reduce the likelihood that local roadway projects will be funded.
