    EnVision Downtown Hilo 2025 ~ 'Ike ia Hilo - The Downtown Hilo Community Visioning Project started when a community planning workshop with two repeat sessions was held on March 22, 2004 presented by Cherie Enns, a planner from Canada. Co-sponsored by the Hilo Downtown Improvement Association and the Hawaii County Planning Department, the event brought approximately 60 individuals together to hear about Smart Growth concepts and participate in a mapping session to identify the great and the not so great things and visions for the future of Downtown Hilo.
